NYPD rolls out ‘barnacle’ windshield boots to force violators to pay

The NYPD began rolling out its new "Barnacle Device" on social media and in the street this week and plans to attach the suction-cup panels to the windshields of parking violators, immobilizing their vehicles, officials said.
